On August 8, 2017 at about 7:23 p.m.
While patrolling the area of 600 block of Alta Avenue, officers recognized a known narcotics user from previous encounters. Officers spoke with the subject. The subject consented a search of his backpack. Officers located several hypodermic needles and a debit card belonging to another person. Officers recovered several baggies of methamphetamine secreted in the seams of his pants. Additionally, the subject had three active warrants for his arrest. The subject was taken into custody. Guillermo Rafael, 42, homeless was arrested for possession of methamphetamine, and outstanding warrant. Bail was set at $61,000.
