On November 27, at 1 a.m.
Officers observed a male subject riding a bike in the 900 block of Ocean on the sidewalk and without a light. Officers conducted a traffic stop and found the bicyclist was from Los Angeles and in Santa Monica for a ride. He shared he lived in a shelter and did not have any identification on his person. He was placed under arrest for the municipal code and taken to the jail. During a search of his property, officers made note the subject had a garage door opener, a glass pipe used to ingest narcotics, several change purses and the bike he was on was a carbon fiber bike worth over $5000. Luis Alfredo Roman, 33, from Los Angeles was arrested for riding bike on sidewalk, possession of paraphernalia and possession of stolen property. Bail was set at $20,000.
