In the area of Lincoln and Pico Blvd, officers observed a vehicle stalled in the roadway obstructing traffic. When they went to assist, they observed the driver slumped over the wheel and unconscious. There was a female passenger in the front seat who was also slumped forward. Upon further evaluation, the driver and passenger were found to be under the influence of narcotics. Shane Thomas Dodds 23, homeless, was arrested for possession of methamphetamine, DUI Drugs, being a drug addict driving a vehicle and driving without a license. Bail was set at $5,000. Samantha M Clark, 21, from Marina Del Rey, was arrested for being under the influence of a controlled substance. Bail was set at $2,500.
