The SMMUSD Board of Education approved the hiring of Massetti Consulting, LLC, as the new bond program manager consulting firm at its July 15 regular meeting. The contract became effective on Sept. 1.
The district conducted an exhaustive search and interview process for this position in the spring with support from Heery International, an international professional services firm specializing in architecture, engineering and construction management. SMMUSD received more than 30 proposals for this position. The bond manager contract is through Aug. 31, 2018 with two one-year optional extensions. The contract, paid from ES bond funds, is for $420,000 for the first year, with the subsequent years to be determined.
Steven Massetti brings more than 17 years of professional experience in civil engineering, construction and program and project management, construction claims resolution and construction project litigation and claims mitigation to his new role at SMMUSD.
Massetti has extensive experience managing public works facilities construction and improvement programs, including most recently serving as program manager for the San Bernardino City Unified School District, Facilities Capital Improvement Program since 2012.
He served as program manager, Measure V Bond Construction Program, Santa Barbara City College, from 2009-2012; program manager, Measure A Bond Construction Program, Rio Hondo College, in Whittier, from 2007-2009 and has held several other positions in the legal and the construction management industries.
Massetti is a member of the Construction Management Association of America, American Society of Civil Engineers and the United States Green Building Council. Additionally, Massetti has presented, guest lectured and authored articles on construction topics and sustainable building issues.

Massetti earned a Bachelor of Science in civil engineering from Loyola Marymount University, a Juris Doctorate from Loyola Law School and is working on a Master of Science degree in civil engineering / construction at USC. He is a civil engineer, an LEED accredited professional and formerly worked as a licensed attorney in California.
"Steve brings a wealth of knowledge and experience to our district team as we move forward with finalizing Measure BB projects, and planning and initiating Measure ES projects," Superintendent Sandra Lyon said.
