What’s the point in having a law if it is not enforced. Take something as simple as requiring a license plate on the front of your car. I see so many California cars on the road without one (and BTW the most common seems to be the Tesla). I bought a car recently and was asked by the salesperson if I wanted the temporary plate put on the front. There should be no option. It is the law.
By not enforcing this code, the people who put a plate on the front of their car only because it is the law are being insulted. Maybe if tickets are issued for this infraction our sales taxes could go down. (Yeah right!)
