Officers from the Homeless Liaison Program were conducting periodic checks in the downtown business district when they observed a female lying in the doorway of the business located at 1533 4th Street. The business had a posted sign prohibiting the lying or sitting in the entrance between the hours of 9 p.m. and 7 a.m. Officers detained the female for the violation and asked for her identification. The female refused to provide any information to the officers. She was taken to jail for the municipal code violation. It was discovered she was on parole and in violation of her conditions. Melody Kay Mann 50, homeless, was arrested for obstructing an arrest, sitting in a posted entrance and a parole violation. Bail was set at $0.
