On February 25, at approximately 11:10 a.m.
Officers working our Homeless Liaison Team contacted an individual, later identified as Lucas Hagerman, in the 800 block of Westbound Olympic Boulevard. The officers observed Hagerman panhandling to vehicles on the off ramp of the freeway, which is a violation of Santa Monica Municipal Code. Officers contacted Hagerman and explained to him the legal and safety issues associated with the panhandling. The officers obtained his information and conducted a records check. This check revealed Hagerman had three outstanding warrants for his arrest, including a No-Bail felony warrant. Lucas Hagerman, 36, homeless was arrested for the outstanding warrants and for the Santa Monica Municipal Code.
