On January 2, 2020 at 1 p.m.
Officers were in the area of 300 Pico when they observed a female subject partially blocking the access portion of the sidewalk. She was wearing a shirt however the shirt was unbuttoned and her breasts were exposed. She was also naked from the waist down. Officers asked her to get dressed but she became argumentative and refused. Officers noticed she had a glass pipe commonly used to ingest narcotics in the pocket of her shirt. She was arrested for the municipal code and the narcotics paraphernalia. Tiffany Page Concordia, 28, homeless, was arrested for possession of drug paraphernalia, public nudity and possession of a milk crate. Bail was set at $500.
