On November 15, at about 1:41 p.m.
Officers responded to a radio call for service in the 1100 block of Palisades Park regarding a suspicious person. The reporting party indicated he believed he saw a male subject with a bicycle he reported stolen. Officers learned the reporting party reported his bicycle stolen to police on November 8, 2018. A friend of the victim told him he believed his bicycle was possibly in the 1100 block of Palisades Park. The subject with the bicycle was located at Ocean Avenue and Wilshire Blvd. The victim was able to identify the bicycle. Dennis Scott Morgan, 52, homeless, was arrested for receiving stolen property. Bail was set at $1,000.
