On December 28, 2014, at 9:26 p.m.
Night watch officers responded to a call of a male masturbating in public in the 1300 block of the Third Street Promenade. The subject, who was wearing a red shirt, black pants, and a sombrero, was detained by officers who observed him walking southbound with his fully erect penis exposed. The suspect, identified as Jesse Lee Curtin, was still masturbating at the time the officers stopped him. Dispatchers advised the officers that Curtin is a registered sex offender and not in compliance with his registration requirements (Megan's Law). Curtin was arrested for two registration violations and transported to the Santa Monica Jail for booking. Jesse Lee Curtin, 35, homeless, had bail set at $20,000.
