SMPD officers were alerted by Downtown Ambassadors of a male inappropriately touching himself on the 3rd Street Promenade. A records check revealed the suspect, Michael Harris, 41 years old, was in violation of his annual requirement to register as a sex offender for a previous conviction. He was placed under arrest for 290.012(a) PC and 290.011(a) PC and violation of parole, 3056 PC. Harris remains in the custody of the California Department of Corrections and is being held without bail.
