On Friday, Nov. 26 at around 1:40 a.m.
Officers were patrolling the area of City Hall, when they noticed a vehicle parked near the front steps of the water feature- an area not easily accessed by a vehicle. Upon locating the driver of the vehicle, officers noticed that he appeared to be under the influence. A methamphetamine pipe was found in his vehicle as well. A field sobriety test was conducted and the driver also admitted that although he did not smoke methamphetamine, he did melt it down and drink it. He also admitted to drinking alcohol prior to driving. Art Roy Loya Jr. was arrested for Driving Under the Influence.
