SMPD Officers responded to a hit and run felony investigation on the 100 block of Bay Street. Upon arrival, several witnesses relayed that they had seen a vehicle hit a bicyclist, who was now laying on the floor in pain, and driven off. The victim was transported to the hospital to care for his injuries. Later, an individual showed up at the Public Safety Facility stating that he had hit a person with his car and had driven away out of fear because he and the individual had a history and had exchanged words. The individual appeared to be under the influence, therefore Officers conducted a field sobriety test. Thomas John Garcia Jr. was ultimately arrested for Driving Under the Influence and for Hit and Run with injury.
