On November 28, at 11:17 a.m.
Officers were conducting vehicle burglary suppression patrol in the Downtown parking structures. While in Structure 6, located in the 1400 block of 2nd Street, they encountered a male subject who was seated in the stairwell. Officers made contact with the subject who was not in need of medical assistance nor did he have a vehicle or any purpose inside the structure or stairwell. He did not have any identification on his person, was arrested for the municipal code and transported to the jail for processing. Clinton Brough, 40, homeless, was arrested for loitering in a Parking Structure. Bail was set at $500.
