In response to the letter from the Thompsons regarding what are the homeless to do during the possible coming El Nino, here's a crazy idea: they can go somewhere else!
Since they're homeless, they probably lack the property, personal, or employment ties that bind most residents of Santa Monica to the Southern California area. They are much more readily able to pick up and move.
I sympathize with the gentleman that the Thompsons befriended; however, ask yourself what circumstances originally brought him to Santa Monica? I'm sure that his Social Security and disability payment would provide for a proper roof over his head in an area with a far lower cost of living than Santa Monica. Why should taxpayers further subsidize his desire to live in an expensive area by providing him with Section 8 housing?
