On July 30 officers from the Crime Impact Team were conducting a targeted "bike theft" operation to address the incidence of thefts of bicycles in the downtown area. The decoy bicycle, owned by the Santa Monica Police Department which is equipped with a GPS tracking system, was locked and left parked in the area of Alley 3rd and Colorado Blvd. At approximately 12:05 p.m. officers were alerted that the bicycle had been tampered with and was traveling away from its parked location. Officers subsequently located the suspect and the bike in the 1400 block of Idaho. The suspect was taken into custody and transported to the Santa Monica Jail where he was booked for grand theft and a probation violation. Dennis Lee Wallace, 22, homeless, was denied bail.
