On January 10, 2019 at about 7:43 p.m.
Officers responded to a radio call for service at Raven Spa – 208 Pier Avenue – regarding a male subject exposing himself. As officers were driving to the location, the subject was seen in the 200 block of Main Street in Venice. The subject fled from officers and began to run away. Following a brief foot pursuit, the subject was taken into custody. Officers determined the subject entered the business, exposed himself and manipulated his genitals in front of several people. The subject was taken into custody. Justin Welsh, 24, homeless, was arrested for indecent exposure, lewd acts, under the influence of a controlled substance, possession of narcotics paraphernalia and resisting arrest. Bail was set at $10,000.
