On September 19, at 3 p.m.
Officers responded to the 1200 block of 12th St because a male subject had been seen in the area trying car door handles. A vehicle owner observed the subject trying to open the door handle to his car. Officers arrived and found the subject. The subject was placed under private person's arrest for Vehicle Tampering. Charles Ivan Hull, 36, homeless, was arrested for vehicle tampering. Bail was set at $300.
