Officers responded to the rear of Bay Cities Deli regarding an Arson investigation. Upon arrival, the reporting party relayed that he’d observed a fire on the ground in alley. Although he did not see how it started, he did see an individual standing over the fire and adding more trash to maintain the flames. The reporting party watched the suspect until police arrived. Joseph Kevin Brooks was booked for Arson and transported to the Santa Monica Jail. Brooks was later issued a citation and released.
