On Nov. 27 at about 3:25 p.m.
Officers responded to Target (420 Broadway) regarding a radio call of a theft. Comments of the call stated a chronic theft suspect (described as a male white, “man bun” hairstyle, no shirt and gray pants) had just stolen headphones and a blanket from the store. Witnesses stated the suspect entered the store, took headphones and a blanket from inside the store and exited without paying. The same suspect was also noted as being involved in other thefts dating back to May 2021 with a loss in excess of $1,000. Colin Scott Cicale, 29 years old, was charged with grand theft and delaying an arrest.
