Crime Impact Team Officers observed a vehicle with illegal paper plates driving eastbound on the 800 block of Wilshire. Officers conducted a traffic stop and learned that the driver did not have a license with him and that it was expired, officers also located a glass pipe commonly used to smoke methamphetamine on the front passenger seat. The driver further stated that the vehicle belonged to his girlfriend. The vehicle turned out to have been reported stolen and the driver was also on probation. Kenneth Uriel Fernandez was arrested 10851(a) VC- unlawful taking or driving of a vehicle and 11364(a) H&S- Possession of Drug Paraphernalia.
