Maskless in Ashland Park

For the past several weeks, those of us living near the park have attempted to confront people who arrive without masks. We are doing this not only because they threaten the general welfare, but on behalf of the elderly, of whom quite a few are nearby residents.
After failing every time, we decided to involve the police department. While ordering mask compliance is completely within the remit of the Santa Monica police, we were unable to persuade even one officer to come to the scene. This was after multiple calls to multiple numbers and a promise that all we had to do was phone when we saw a bunch of unmasked faces and someone would come by.
Why did this happen, or not happen? More to the point, since when is it the job of us neighbors to be the police?
