On February 12, at approximately 12:08 p.m.
Officers responded to Chess Park, 1652 Ocean Front Walk regarding a man masturbating in public. The call originated from the Los Angeles County Lifeguards; however, the lifeguards were notified by multiple community members. Lifeguards reported seeing the subject actively masturbating in public in plain view of many members of the public. Officers arrived and contacted the subject, which had attempted to cover himself. The officers placed Qualuan Lamar Reed, 30, homeless, under arrest for lewd activity. He was held on $500 bail.
