During a Traffic Enforcement Operation in the City of Santa Monica, an SMPD Officer was stopped on the 20th St. on-ramp of the westbound I-10 freeway when he noticed a vehicle driving at a high speed, estimated at 90 mph. The Officer proceeded to pull the vehicle over. When the driver opened his window, a strong odor of marijuana emitted from the vehicle. The driver exhibited visible characteristics of being under the influence. Jorge Luis Torres was arrested for 23152 (F) CVC - Driving under the influence of drugs. His vehicle was impounded and Torres was later released on a citation.
