On June 22 at about 5:30 a.m., Santa Monica police officers saw a subject lying in the middle of the sidewalk, blocking access to other pedestrians, in the 1400 block of Lincoln Boulevard.
When officers woke him up, the subject started rambling incoherently and walked away.
The subject then picked up a potted plant and smashed it on the ground while throwing its contents at a business window.
Melvin Stanley Cannon, 53, of Los Angeles, was placed under arrest for destruction of property. Bail was set at $500.
