SMC Names New Vice President of Human Resources

Santa Monica College has appointed Tre'Shawn Hall-Baker as its new vice president of human resources, the college announced Wednesday.

The SMC Board of Trustees unanimously ratified Hall-Baker's appointment at their meeting Tuesday night. She was selected after a nationwide search conducted with consultation firm PPL, Inc.

Hall-Baker, who holds a Ph.D., previously served as dean of human resources at SMC since 2018. She replaces Sherri Lee-Lewis, who retired in June after 35 years of service.

"I am pleased to welcome Dr. Tre'Shawn Hall-Baker to this crucial leadership role at Santa Monica College," said SMC Superintendent/President Dr. Kathryn E. Jeffery. "She brings a wealth of knowledge, skills, abilities, and vision to help guide the College as it strives to maintain its long-standing reputation for excellence, equity, and inclusion."

As vice president, Hall-Baker will serve as the college's chief human resources and equal employment opportunity officer. Her responsibilities include overseeing employment, diversity, staff development, benefits, compensation, employee and labor relations, contract administration, and legal compliance regarding personnel services.

Hall-Baker will also serve as a negotiator during collective bargaining with the college's exclusive representative groups and act as liaison with the SMC Personnel Commission. She will direct the Human Resources Office and oversee integration of the college management information system with the Los Angeles County Office of Education Human Resources Management System.

Hall-Baker brings 26 years of experience in public education and human resources management. Before joining SMC, she served as director of human resources at the college, employee relations specialist at Los Angeles Community College District, labor relations specialist at California School Employees Association, and information technology trainer at Los Angeles Unified School District.

She holds a Ph.D. in management with a focus on human resources management from Walden University, a master's degree in negotiation, conflict resolution and peacebuilding from California State University, Dominguez Hills, and a bachelor's degree in interdisciplinary studies/labor studies, also from CSUDH. She earned an associate degree in liberal arts from Los Angeles Southwest College.

Hall-Baker currently serves as president of the Association of Chief Human Resource Officers/Equal Employment Officers and chairs the Los Angeles Community College Personnel Commission. She is also a mentor program graduate and member of the Association of California Community College Administrators.
