Officers responded to Structure 8 located at 1555 2nd Street to handle a suspicious person loitering in the parking structure and looking into cars. Officers found the suspicious person. As they made contact with him, he immediately became argumentative and uncooperative. He could not justify his reasons for being in the parking structure. He had no vehicle in the structure and could not account for why he was looking into car windows or walking in between vehicles. There were witnesses who reported to officers seeing the male peering into car windows. He was placed under arrest for loitering in the parking structure. He was found to be in possession of burglary tools associated with breaking into vehicles. Dewain Williams-Dailey, 19, from Los Angeles, was arrested for possession of burglary tools and loitering in a parking structure. Bail was set at $500.
