On November 13, at 5:10 p.m.
Officers were in the area of 3100 block of 5th Street to investigate a radio call about a suspicious vehicle. Officers observed a female sitting on the driver’s side of a 2019 Dodge Journey. The vehicle was reported stolen out of Montana. Officers began to order the driver to exit the car. The driver, the sole occupant refused. Officers approached the car protecting themselves with ballistic shields and attempted to talk with the her. She refused to cooperate. The SMPD’s Crisis Negotiation Team was called onto the scene and attempted to talk the driver into surrendering. The driver refused. After a period of time and failed negotiation attempts, officers broke out the front passenger window, unlocked the doors and removed the driver taking her into custody without further incident. Pamela Sue Marshall, 67, from Texas was arrested for grand theft auto and resisting arrest. Bail was set at $25,000.
