City Opens Applications for Cannabis Retail Licenses

Applications are now open for cannabis retailers in Santa Monica with a first-come, first-served process. The program includes a social equity component and a 4% cannabis business tax that was approved by 66% of Santa Monica voters in 2022.

Applications are now open for new cannabis retailers interested in opening adult-use cannabis retail and delivery businesses in Santa Monica.

The city's comprehensive retail cannabis program includes a social equity component designed to lower barriers to entry for qualifying applicants that was studied and developed over the last year.

Cannabis retail applications will be accepted and processed on a first-come, first-served basis.

The sales of adult-use cannabis products are subject to the cannabis business tax at 4 percent of gross receipts. The tax was approved as Measure HMP by 66 percent of Santa Monica voters in 2022 and increased by resolution in 2024. The tax rate may be adjusted by the council but cannot exceed 10 percent without voter approval.
